The Budget 2009 has almost certainly created more enemies than friends for Chancellor Alistair Darling and the Government, with the jaw-dropping announcement of E175bn of public debt. But in these times of financial crisis, most people are unlikely to be shocked by the bad news hitting the headlines. Public-sector spending will be squeezed - to the tune of E9bn of extra "efficiency savings" a year by 2013-14 -which could spell more pressure on parks departments.
