No, but if you are not providing towels (paper or otherwise) then you do have to provide "other suitable means of drying" under Regulation 21 of the Workplace (Health, Safety and Welfare) Regulations 1992. The Regulations also require the employer to provide, at readily accessible places, "suitable and sufficient washing facilities", including showers if they are needed because of the nature of the work or for health reasons.
