The challenge faced by regulation

The thought that health and safety regulation and its subsequent enforcement, can, alone, provide sufficient stimulus to make us perform in the manner desired or requested is an interesting one. Regulation can, at best, provide the skeleton upon which to hang best practice, good performance and consequentially a better environment however it does not, in itself, necessarily engender good performance in human beings.
