An HSE review of safety sentencing - which shows more jail terms and higher fines - needs far more critical analysis to see what is causing the shift, one lawyer has urged. According to the HSE's review, more cases are being tried in the lower courts, there has been a rise in average fines for offenders, and more individual jail terms since the introduction of the Health and Safety (Offences) Act five years ago.
