CDM 2015 extra duties need better explanation, says ECA

The HSE has done too little to publicise key changes to the Construction (Design and Management) Regulations (CDM), including the extension of duties to many smaller contractors, according to the Electrical Contractors' Association (ECA). The HSE published its draft guidance on 9 January. It includes a clause by clause examination of the new regulations - the first time the text of the new law has been published since the consultation last year. The text confirms major changes, such as replacing the CDM coordinator - the dutyholder responsible for planning, managing and monitoring risks during the preconstruc-tion phase - with a principal designer and removing prescriptive requirements for clients to check dutyholders' competence.
