Panel underestimated FFI damage

An independent panel's endorsement of the HSE's Fee for Intervention (FFI) cost recovery scheme may have understated the scheme's unpopularity, according to the British Safety Council's policy and communications director. The independent report for the government, published on 4 September, concluded FFI had not seriously damaged the HSE's relationship with businesses.
