THIS IS the second edition of Maurice Oxenburgh's famous book on the costs and benefits of health and safety. There are 8 chapters in all. The book begins with introductory material on cost benefit analysis and economics, followed by a description of Oxenburgh's productivity assessment tool. The tool works on the assumption that "time is money" and that "time saved is money saved". Cost-benefit analyses of interventions can be made by comparing the cost of an intervention with the money saved by reduced absenteeism. The tool is a little more sophisticated than this as it also allows us to include indirect costs, such as supervisor's nonproductive time and training costs. As Oxenburgh points out, how far we decide to go in including these costs depends as much on organisational culture as it does on pragmatics (ie the ability to estimate these indirect costs with any degree of accuracy).
