THE DISPOSAL of ships and other obsolete marine structures that are a threat to health and safety raises a wide range of controversial issues, says a report by the Institute of Marine Engineering, Science and Technology. Over the next 5 years, for example, more than 2000 oil tankers are to be scrapped but where will they go and who will take responsibility. A panel of leading experts is to discuss such issues as how are shipowners evading EU waste shipment regulations, and why are governments manipulating the Basle Convention at this month's (5-6 October) Graveyards And Ghosts debate.
