IT LOOKS as though arrival of the long-awaited revision of the Construction (Design and Management) Regulations (CDM) might slip from October this year into 2007, so the HSE can use the extra time to consider a new report on assessing contractors' competence. The report, which was commissioned by the HSE, looks at ways of assessing the competency of contractors, construction site workers and others. It does this against the backdrop of the growing number of safety contractor pre-qualification schemes in the UK, and it puts the case for a widely-recognised approach to assessing contractors. The text is expected to appear on the HSE's Research Reports web pages in the next few months and offers various recommendations, including a set of core pre-qualification criteria that could act as a benchmark for UK clients and contractors. It also looks for active support from key stakeholders, starting with the HSE itself.
