THE MARKET for employers' liability insurance has not failed but premiums are a blunt instrument that operate retrospectively, says the Government, as it tries to find a new risk-based approach that will improve information exchange and integrate health and safety risk profiling. Gareth Williams of the Department for Work and Pensions told delegates at an insurance conference held in London last month that health and safety failures underpin employers' liability insurance costs. The DWP's second report on the Review of Employers' Liability Compulsory Insurance (ELCI) was a "wake up call" to businesses to identify health and safety as a business risk and take a new approach to managing that risk, he said.
