The coming winter will be warmer than normal across most of the U.S, according to the National Oceanic and Atmospheric Administation (NOAA), which released its winter outlook Thursday. The U.S. East Coast, which relies on No. 2 oil for home heating, has equal chances of warmer, cooler or near-normal temperatures this winter.
