BP Teams Up with Irving Oil for Possible New Refinery

British oil major BP is joining up with Canada's Irving Oil for the latter's proposed Elder Rock refinery in Saint John, New Brunswick, Canada. The companies have entered into a memorandum of understanding to jointly work on the next phase of engineering, design and feasibility of the plant. The work is expected to cost more than U.S. $100 million and take 12-15 months. BP will contribute U.S. $40 million.
