EPA Establishes Alternative QA Program for Ethanol-Blended RFG Based on Retail Surveys

The U.S. EPA issued a direct final rule establishing an alternative quality assurance (QA) program for oxygenate blending downstream of refineries. Noting that the oxygen requirement was recently eliminated from the RFG program, EPA nonetheless said the alternative QA program would be useful for refiners intending to use oxygenates - ethanol for now - and especially for those intending to add ethanol at levels above 2.0 wt%, the minimum amount previously required.
