The U.S. EPA issued a direct final rule implementing the renewable fuels standard (RFS) for 2006, using the default level built into recently enacted national energy legislation. The Energy Policy Act of 2005 contained the RFS, which mandates increasing amounts of renewables - ethanol - be blended in the U.S. transportation fuel mix from 2006 through 2012. The law directed EPA to implement the standard, which calls for 4 billion gallons this year.
