Peter Kinsey, Pipeline Construction HAZID Specialist, considers risk mitigation necessary for winter preparation of a pipeline spread. Pipeline construction is undertaken in a linear process - as an assembly line - moving along a right-of-way (ROW) corridor, exposed to changing weather and constantly changing soil conditions underfoot. If your project management does not take adequate precautions, the transition from summer to winter conditions can negatively impact many of the work processes in the mobile assembly line. A project management team lacking experience in winter construction will be unable to control the subsequent disruptions in production, such as but not limited to: 1. Equipment on the ROW being rendered inaccessible, inoperable and/or uncontrollable. 2. ROW being inaccessible to work crews and equipment. 3. Loss of life of project workers and the public. 4. Failure to meet contract scheduled construction milestones. 5. Postponed gas-in delivery dates with significant financial losses. 6. Loss of EPCM, client and contractor company and management reputations.
