Failure at the United Nations' Dec. 2009 climate summit to reach a global, binding agreement to cut GHG emissions has added $1 trillion to the cost of limiting CO2 emissions to the targeted level by 2020, according to the IEA. An already-difficult task of achieving the 450-ppm target—which scientists say would give the planet a 50/50 chance of achieving a stable climate—is becoming more costly amid a lack of action, the IEA noted in its 2010 World Energy Outlook.
