The EU will collectively exceed its 8% 2008-2012 Kyoto protocol reduction target by about 210MM mt/y of CO2 equivalent, but among the 15 common commitment member states, individual results are varied. The EU Kyoto goal was set as a burden share agreement in which both collective and individual targets needed to be met in order to achieve the overall goal. Although countries including the UK, France, and Germany are on or over target—with 6%, 5%, and 2% emissions reductions, respectively—Italy is currently falling short by 14.1MM mt/y of CO_(2e).
