The European Union (EU) had been expected to approve new regulations on vehicle emissions, but sources say that the vote has been postponed as, reportedly in response to a "personal appeal" from German Chancellor Angela Merkel, Irish PM and EU presidency holder Enda Kenny took the new rule off of the agenda of an EU summit that met on June 27-28.
