EU to stick with first-generation biofuels, lays out biofuels roadmap to 2030.

Despite growing concerns over food shortages and indirect land-use change (ILUC) caused by the consumption of first-generation biofuels, environment ministers from EU member states are expected to adopt a position on Dec. 13 that will continue to encourage the use of these first-generation biofuels. The EU requires that 10% of transport fuel demand be met by biofuels to 2020, but only half (5%) of this figure could be met by first-generation biofuels under a 2012 proposal from the European Commission (EC). The new position expected to be adopted on Dec. 13 will raise the maximum allowable use of first-generation biofuels from 5% to 7%. The new proposal will also expand the list of acceptable feedstocks that can be "double counted" in meeting the 10% biofuels requirement to 2020.
