According to trade data from PIERS, Russian oil company LUKoil was one of the first companies to buy Canadian crude re-exported from a port in the US. In July, the company shipped one 445K bbl cargo of Canadian Sour from Houston, Texas to its 320K-b/d ISAB refinery in Augusta, Sicily. The Russian firm took full ownership of the ISAB plant in Dec. 2013, after having gradually increased its stake since its initial buy-in in 2008.
