State-run Kuwait National Petroleum has announced that it has approved a series of bids—worth a total of $12B—to carry out the Clean Fuels Project, an expansion and specification upgrade planned for the country's biggest refineries. A 1.361B KWD ($4.82B) bid from a consortium led by Japanese JGC Corp. was accepted to conduct the work at the 460K-b/d Mina Ahmadi refinery, while work at the 270K-b/d Mina Abdullah refinery will be carried out by UK Petrofac and US Fluor, who submitted bids of 1.07B KWD ($3.8B) and 963MM KWD ($3.4B), respectively. According to Foster Wheeler, which received the $500MM management and services contract for the project in Dec. 2012, the project will increase to two refineries combined capacity by 264K b/d to 800K b/d, and should be completed in 2018.
