European Commission President Jose Manuel Barroso got mixed results from a visit to the Caspian last week to bolster support for efforts to pipe gas to Europe via a so-called Southern Corridor across Turkey (WGI Nov.24,p1). In Azerbaijan, he signed a joint declaration with President Ilham Aliyev that commits Baku to provide "sufficient gas to enable the creation of the Southern Corridor." Barroso hailed the agreement, aimed at reducing EU dependence on Russian gas, as a "major breakthrough."
