Russian Flarers Lack Access to Gazprom Pipes, Not to Money

Russian oil companies are under orders from the Kremlin to cut the portion of associated gas they flare to 5% by 2012, from nearly 20% last year. And under the Kyoto Protocol, they can apply for carbon credits, which would aid in financing the projects needed to reduce flaring. Yet Russia flared over 46 billion cubic meters (1.6 trillion cubic feet) of gas in 2009, an increase of 5.9 Bern from 2008, making it again the world's biggest emitter, according to the Global Gas Flaring Reduction (GGFR), a World Bank-led partnership that is based on satellite imaging (WGI Sep.8,p1).
