Two developments have cast greater doubt on the likelihood that exports from Phase 2 of Azerbaijan's BP-led Shah Deniz development will make their way through Turkey and on via the European Union-supported Nabucco system to Central Europe:a hardening stance by Turkey in transit negotiations and the attraction of Russian state Gazprom's competing offer for the gas.
