China Draws Outlines of World's Biggest Carbon Market

Following swiftly on the heels of its landmark deal with the US in November to tackle carbon emissions, China has just provided hints about the shape of what could become the world's biggest carbon trading market, indicating to the world that carbon abatement is high on its political agenda (WGI Nov. 19'14). Details of the market will be fleshed out next year, but the framework rules released in mid-December indicate that Beijing wants strong central control, national standards and market stability. China's top climate negotiator, Su Wei, last month affirmed an ambitious timetable for launching a national carbon market in 2016, but warned it would be a "long process of progressive exploration and fine-tuning in hopes of achieving a relatively mature market by the end of 2020."
