Wholesale changes in the EU political landscape this year could well delay final decisions on the direction of Europe's climate and energy policy after 2020. Voters across the EU go to the polls this week to elect a new European Parliament, while the lineup at the European Commission, the EU's Brussels-based executive, will change when current commissioners' term ends on Oct. 31.
