While Europe remains far and away the global offshore wind leader — accounting for more than 90% of the 6 gigawatts-plus of capacity installed worldwide, according to the Global Wind Energy Council — headway is being made elsewhere. In China, the National Development and Reform Commission has just given initial approval to three projects off eastern Jiangsu province, three years after licenses were awarded in a first bid round, while in the US, the Interior Department recently completed its second competitive lease sale for offshore wind development in federal waters.
