摘要

Plans to build a pipeline from Peru's Camisea natural gas field to cities across the south are in chaos, as the government has put the project out for tender even though the previous administration selected an international partner to build the pipe years ago. Plans for the roughly 1,000 kilometer (625 mile) pipeline date back to 2010, when Kuntur Transportadora de Gas — a firm with backing from a New York private equity fund — proposed it to then-President Alan Garcia's government. Brazilian engineering firm Odebrecht took control of the project from Kuntur last year. Odebrecht has since been in talks with state firm Petroperu, which had expressed interest in taking a 20% stake in the pipe project, known as Gasoducto Andino del Sur (WGI Mayl6'12). The pipe was also to feed a planned petrochemicals facility to be built in the southern city of Ilo.
