The European Commission is starting to push for the establishment of new targets for 2030 for emissions, renewables and energy efficiency to encourage more low-carbon investment. In a strategy paper, A 2030 Framework for Climate and Energy Policies, Brussels last month outlined the benefits of adopting firm goals, whether at the "EU, national or sectoral level," that could spur green investment out to 2030 or even 2050. But EU members are divided. Right now, there are no targets beyond 2020, and while some believe the timeline should be extended to provide more certainty for investors, others like Poland refuse even to discuss the idea.
