Proposal for Formulating the Ninth Five-Year Plan and the Long-Term Target for the Year 2010 is China's Grand Cross-Century Program

The 14th Central Committee of the Communist Party of China (CPC) adopted at its fifth plenary session on September 28, 1995 the Proposal for Formulating the Ninth Five-Year Plan for National Economic and Social Development and the Long-Term Target forthe Year 2010 (hereinafter referred to as the Proposal). The Proposal sets forth the targets, major tasks and basic principles and policies. It is a grand blueprint for the reform-and-opening and modernization drive and a program for action by the whole party and the whole people for the coming 15 years.
