The achievement China has scored over the past 17 years in utilizing foreign direct investment (FDI) can be summarized as tremendous. It has undergone a zigzag process. There still exists a number of questions in the course of advance which should draw our close attention, some being very serious. First, the distribution of industries involving FDT does not conform to the original objective of the reform and opening up, During the 1984-87 period, FDI in the service sector grew rapidly, focusing on the construction of large numbers of hotels.
