ACTION AND REACTION

A BASIC concept of physics is that for every action, there is an equal but opposite reaction. A similar, if less perfect, law holds true in international trade. It is often expressed as, "If you scratch my back, I'll scratch yours." If you want evidence of that relationship, consid-er recent actions involving Mexican avocados and U.S. sweet cherries. These two seemingly unrelated commodities have both been played recently as chips in the high-stakes game of international trade.
