Organisational structure and size:experiences in the UK water sector

Water and sewerage services are delivered by organisations which differ a lot from place to place. They vary by size, scope, nature of regulation or contract, ownership, and source of loans. The sector needs to improve service quality, reduce environmental impacts, and mitigate climate change impacts while household and government budgets are stretched. Policy-makers, regulators and managers are looking for productivity improvements. No organisational model will be universally best, but experiences from other places can provide insights.
