In a discussion by specialists about the article by G. F. Trifonov and A. N. Korneev, "On Evaluating the Efficiency and Stimulating the Activity of Research Organizations" (Tsvetnye Metally, 3, 1986 and 1, 2, 1987) and on the problems connected with "Science - to Cost Accounting" (Tsvetnye Metally, 1988, Mo. 5-8), many valuable remarks were made, dealing with the inadequacies of the current system to compare the efficiency of various scientific organizations and to calculate the actual savings from the creation and introduction of new techniques by improving scientific management. In converting scientific organizations in the division to cost accounting and self-financing, we found that most of the proposals advocated by authors of the publication, "Evaluating the Efficiency of Activity by Research Organizations", have been implemented. In particular, the contract between suppliers and customers under cost accounting conditions become the basis for planning, financing and stimulating the activity of scientific organizations. A single document determined the value, and the customer cost for developments, the amount of material stimulation required to improve the scientific-technical level (quality) of developments, and how to shorten the time needed for its implementation. At the same tine, the contract is the basic document regulating the mutual economic and juridical responsibility of customers and suppliers to meet mutual obligations.
