PRINCIPLES OF LONG-RANGE PLANNING FOR THE DEVELOPMENT OF NON-FERROUS METALLURGY

In accordance with resolutions of the June (1987) Plenum of the CC CPSU relative to a system of predicting the development of divisions in the national economy of the USSR, the development of a Concept for Economic and Social Development of the USSR over a 15 year period was made a requirement. The conception of non-ferrous metallurgy development, as a component part of an All-Union Concept, sets out the most important directions and priorities for development of the division, reveals the problems, and analyzes ways to solve them in order to provide the predicted production levels for metals, alloys and other products of the division, as well as the economic efficiency, and the scientific-technical and social development. It should be noted that the methodological bases for selection of priorities up to now have not been clearly formulated, even though the economic literature have considered these questions rather frequently. Structural priorities differ first of all by their hierarchy. At the first level are priorities aimed at solving basic social-economic problems in the immediate future; this is followed by divisional and regional priorities. As a rule, divisional priorities are much more diverse than the higher level priorities.
