Kawachi describes inequities and equity as expressing a moral commitment to social justice while inequality and equality are measurable quantities (Kawachi et al. (2002), We assume that the inability to access a basic health service, because of an inability to pay for it, is always inequitable. However, ability to pay varies across society in a way that is unequal but not necessarily inequitable. Logically it follows that this may lead to a difference in the use of services other than basic health services that Is also unequal but may not necessarily be inequitable,
