Government has stated that new road infrastructure can be paid for by tolling. Professor David Bailey from Coventry University Business School believes on current evidence this will not work. Following the budget announcement of an additional ￡3Bn a year for infrastructure spending it is looking as though the decade old plan to upgrade the M4 may get the go ahead in June's Comprehensive Spending Review. According to reports this project will have a budget of ￡830M over 15 years with the devolved Welsh government considering how much of this to recoup through a toll.
