BALANCING RISK AND CHALLENGE IN THE DESIGN AND OPERATION OF SAIL TRAINING VESSELS

The paper considers the benefits and conflicts caused by applying risk assessment techniques to sail training. The concepts used in risk assessment are defined, and the meaning of these concepts in sail training is discussed. In particular the concept of challenge and the particular nature of sail training is considered. The problems with conventional risk minimisation and the ALARP principle in this setting are identified and discussed. Perceptions of risk are considered. The type and severity of risks that may be considered acceptable is discussed with reference to the criteria used in other industries. A difference is proposed between the types of risk that may be accepted as part of an adventure activity, and those that are unacceptable. A risk assessment methodology for sail training is proposed, with reference to a case study.
