Oregon Adopts Renewable Energy Mandate

The Oregon legislature has passed and the governor has signed Senate Bill 838 establishing a Renewable Portfolio Standard (RPS) for electricity which requires that 25% of Oregon's electric load come from renewable energy sources by the year 2025. Unfortunately, the bill will require ratepayers to bear most of the cost of achieving the goal, discriminates against biomass plants already in operation and may restrict forms of woody biomass considered as "renewable." The RPS requires investor owned utilities to produce 5% of their electricity from renewable sources by 2011, 15% by 2020 and 25% by 2025. Consumer owned utilities that supply less than 3% of retail electric sales statewide are exempted from the mandate.
