Some time ago, it was reported that nicotine pads were going to be issued to under 16 habitual smokers to help them 'kick the habit'. This is commendable as smoking by young boys and girls as young as -- in some cases eleven -- must not be encouraged. As long ago as the early years of the 20th century, Tobacco (as this magazine was then known) was warning readers -- retailers in particular -- not to serve youngsters under 14. The age limit was raised to 16 some time later. Now, I have a theory aboutunder age smoking. In my youth, when cigarettes were stronger and you tried your first at, say, 13 or 14, at best, you felt unwell. At worst, you were sick.
