With the exception of Chicago, which remains in oversupply thanks in large part to the continuing struggles of Weyerhaeus- er's Cedar Rapids, Iowa, containerboard mill, OCC remains in balance in the U.S. Yes, a couple of board mills in the Southeast are in excellent shape with more than enough in their warehouses. But when you take a couple of steps back and look at the overall supply and demand picture in the Southeast, this region is not awash in OCC.
