Congress returned to Washington for two weeks in September to complete work on a 'continuing resolution' (CR) to fund Federal programs through the elections. After an initial misfire, the spending provision was passed by both legislative bodies in mid-September. This was the first real test of the new leadership team and Majority Whip Steve Scalise, particularly in their ability to finesse the war spending issues that were included in the CR.
