The leaders of the House and Senate ag committees have had staff engaged on pre-conference discussions for weeks and met informally in mid-October to accelerate those talks. Formal conference negotiations are expected to begin the week of October 21.The sugar provisions of the House and Senate farm bills are the same (continuation of current sugar policy) and should not be a subject for conference negotiations. A major battle within the commodity section will focus on two very different visions forbuilding on risk management tools for the commodities currently receiving direct payments.
