The International Fragrance Association hopes to dissuade the European Commission from passing legislation to restrict the use of 12 common fragrance ingredients, which the group says would critically damage the industry. To that end, IFRA and other stakeholders including the EC have developed a scientific work plan addressing the issue of fragrance contact allergy. According to IFRA's proposal, the work plan should help "to prevent further uncertainty for the fragrance and downstream industries in an area which is critical to consumer safety. It is also intended to provide the industry with a better visibility for business continuity," the group states. The initiative's timing is critical as the European Commission currently is considering a recommendation from its Scientific Committee on Consumer Safety to amend an annex in the existing Cosmetics Directive to limit the use of 12 fragrance ingredients to 100 ppm or .01% of the finished product.
