L'Oreal/Redkren Fined For California Air-Quality Violations

Penalties levied on L'Oreal USA for Redken hairspray products in violation of California's emissions restrictions for consumer products, specified in the state's Code of Regulations, have resulted in penalties totaling $146,500, according to a Nov. 24 release from the California Environmental Protection Agency's Air Resources Board. L'Oreal settled with ARB following inspections in which the "clean air agency" found Redken Spray Starch 15, Redken Iron Silk 07 and Redken Full Weightlifter products to be formulated with concentrations of volatile organic compounds (VOCs) in excess of state limits, at 55% VOC content.
