This paper applies grey forecast model to predict the number of foreign studentscoming from Asia, America, Europe, Oceania and other regions to Taiwan for higher educationin the future. It also uses a viewpoint of service marketing to analyze the students' developmentin the future. The research outcomes can provide references of planning international alternatingof higher education to higher education organizations and executive bodies.
