In fact beach minerals mining is not actually mining. It is simply a collection of beach minerals. They are naturally deposited by the sea waves. It is just like any other agricultural activities and it is only seasonal. For enhancing the revenue to the Government, the Government has declared these activities as mining activity. We are ready to pay the royalty but it should not be a burden.As per the MMRD Act, MCD rules are framed. According to these rules, the Mines Manager or Mining Engineers' qualification is B.E. (Mining) and mining Geologist's qualification is M. Sc. Geology. The Government of India recognizes those who have completed five years experience as qualified person to prepare the mining plan. But according to the Metalliferous Mines Regulation, such persons are not qualified to manage a mine. But a person who has a qualification of SSLC with mines mate or mines foreman certificate can manage a 'B' class mine with a maximum of 150 labourers. It remains to be an anomaly since beach mineral mining depth is limited to less than 2 m. exemption from appointment of mines foreman, mines mate and mines manager under the provision of MMR has to be provided.
