Problems concerning grain production and distribution in China: the case of Heilongjiang Province.

摘要

This paper investigates the process and present situation of grain production in Heilongjiang Province, which is one of China's most important food supply bases, and discusses the province's future potential, focusing on rice production. Reflectingheightening demand, rice production has been rapidly increasing in Heilongjiang since the mid-1980s. The discussion looks at the development process of the rice industry in relation to both decentralization and marketization trends in China, while at thesame time examining the present situation of and pressing issues facing rice growers regarding production and distribution, and then offers suggestions about how policy can be improved in the future.
