Effective ranch management requires knowledge of the help that's available. The 2003 session of the Texas Legislature altered some of the tools useful to landowners and ranchers. Saying "They had a hard job to do this session," Scott Boruff, deputy executive director over the law enforcement and wildlife divisions of the Texas Parks and Wildlife Department (TPWD), thinks the Texas legislature treated the agency equitably as they made hard choices on where to cut money from the state budget.
