The House of Representatives today voted 249-169 to pass the Transparency in Regulatory Analysis of Impacts on the Nation (TRAIN) Act of 2011, which would require EPA to assess the cumulative economic impacts of certain regulations, including EPA's Maximum Achievable Control Technology Standard (MACT) for industrial boilers. President Obama has indicated he would veto the bill if it passes the Senate. The bill was introduced by Representative John Sullivan (R., OK) and would require extensive analysis of cumulative economic impacts certain rules would have on the economy.
